PIE stakeholder analysis & AI tender tool

This interactive workshop will bring together two timely and relevant themes: the current state of a “PIE overall” and your individual institute stakeholder analysis combined with the use of AI in identifying promising tenders aligned with your institutes profile and stakeholder analysis. It as such regards an integrated workshop that aligns with the themes and topics we defined for the 2 selected “funding and “knowledge transfer” working groups. Our aim is also to strengthen connections amongst the PIE members (and potentially with other relevant organizations) by identifying our institutional strengths and weaknesses—particularly in relation to seek for improved joint funding opportunities in an increasingly competitive landscape. For this reason, we friendly ask you to complete this link before June 15th.
What can you expect?
Stakeholder analysis: Sandra Adriaansens (MSM)
Sandra will open the session with an introduction on the importance of a well-structured stakeholder analysis and how to approach it effectively. Special attention will be given to recognizing your organization’s identity and the value it can contribute to building long-term, mutually beneficial (“win-win”) relationships with different types of stakeholders.
This will be followed by a structured (yet basic, non-exhaustive) overview of the key stakeholders in international education and consultancy, including government bodies, political actors, European institutions, civil society organizations, private sector partners, and international networks.
For each stakeholder, we will map the following criteria:
- Summary of the interests of funders
- Preferred engagement strategies of funders
- Match your institutes profile with most appropriate type of funders
From insight to action: smarter tendering
Building on this stakeholder analysis, we will translate insights into practice: how can your organization more efficiently determine which tenders, calls, and funding opportunities are truly relevant? And with whom could you collaborate to increase your chances of winning tenders?
Many of us recognize the challenges:
- An overwhelming number of tenders and calls
- Time-consuming selection processes
- The risk of missing valuable opportunities
- Increasing competition combined with relatively declining funding in our Global South tender database
AI tender tool: Carel Jaspers (Q-Point)
To improve this process, Q-Point developed an AI tool in early 2025 for selecting and matching tenders. Over the past year, this tool has been tested in practice and validated in parallel through human evaluation.
During the workshop, Carel Jaspers will guide you through:
- How the tool works
- Its user applications
- Key lessons learned from practice
Based on this, we will jointly explore whether and how such an AI solution could add value for PIE members.
